Michael Lapaine

Mike Lapaine
President and Chief Executive Officer

Mike is a Certified Professional Accountant and holds a Masters of Business Administration and a degree in English literature. He has also completed the Rotman Advanced Health Leadership Program from the University of Toronto.

Since joining Bluewater Health in 2008 as Vice-President of Operations and Chief Operating Officer, Mike's responsibilities have included directing and overseeing various clinical and support services.

Mike has a proven track record from his years of service at Bluewater Health in addition to healthcare leadership elsewhere in Ontario. He is committed, compassionate, known and trusted locally and beyond the Erie St. Clair region, and has strong communication and relationship building skills. He is acutely aware of the organization, its people and the challenges and opportunities ahead to move Bluewater Health forward in an ever-changing healthcare system.

He serves on the Board of Governors at Lambton College.

Dr. Michel Haddad
Chief of Professional Staff

Originally from London, Ontario, Dr. Haddad completed his undergraduate education at Western University, then his medical school and surgical training at the University of Ottawa. He also underwent fellowship training in heart failure & heart/lung transplant surgery at the University of Maryland and completed further training in Critical Care Medicine
at Western University in London, Ontario. Additionally, he holds a Masters of Science degree in Epidemiology from the University of Ottawa in addition to undergoing health leadership training at the Rotman School of Management at the University of Toronto.
Prior to joining Bluewater Health, he was practicing as a Cardiac Surgeon and Interim Director of the Cardiovascular Intensive Care Unit at Thomas Jefferson University Hospital in Philadelphia.
Dr. Haddad joined the medical staff at Bluewater Health in 2010 as the Medical Director of the Critical Care Program (2010-2016) and was also appointed as Interim Chief of Surgery and Interim Chief of Staff (2010-11). Dr. Haddad was later appointed as Chief of Professional Staff in December of 2015.

Dr. Haddad is a member of multiple medical societies including the Society of Critical Care Medicine (SCCM), Canadian Cardiovascular Society (CCS) and Society of Thoracic Surgeons (STS). He’s on Faculty at Western University’s Schulich School of Medicine and serves as the Regional Academic Lead for the Lambton medicine academy. Dr. Haddad also has a long track record in research including multiple peer-reviewed scientific publications and book chapters in the fields of Cardiothoracic Surgery, Transplantation and Critical Care.

Dr. Haddad divides his time between medical practice and administrative duties and works collaboratively and closely with the Executive Team and Board of Directors to support the hospital’s strategic mission of high quality, safe, and compassionate patient care.

Samer Abou-Sweid
Vice-President, Operations

As Vice-President and with more than a decade of healthcare experience, Samer is accountable for a diversified portfolio of corporate, clinical and support services. He is experienced in clinical performance, operational effectiveness and organizational development.

Samer has a Masters of Health Science in Health Administration and a Bachelor of Engineering Science, and is a Certified Health Executive. Samer is a Project Management Professional and holds a Green Belt in Lean Six Sigma.

He brings leadership experience from large, academic health centres including St. Michael’s Hospital in Toronto and most recently, London Health Sciences Centre. His proficiencies include quality, patient safety and patient experience, process redesign, decision support and performance management.

Shannon Landry
Chief Nursing Executive

As Chief Nursing Executive, Shannon contributes to the overall strategic direction and operational oversight of the nursing and clinical practice for the delivery of excellent patient and family-centred care.

She brings a wealth of knowledge and experience from her increasingly complex roles at Royal Victoria Regional Health Centre in Barrie, the North Simcoe Muskoka LHIN, and William Osler Health System in Brampton. She joins Bluewater Health from Stevenson Memorial Hospital in Alliston, where she was Chief Nursing Officer, Vice President Paramedical and Clinical Patient Services.

Shannon has been the executive lead for many community partnerships and integrated models focused on equitable access to care, including Health Links. She has a Masters in Nursing with a focus on nursing administration, and a passion for exceptional patient and family-centred care, patient and staff engagement, cultural sensitivity, and highest quality outcomes. Shannon brings volunteer governance experience from two boards of directors on which she served.

Julia Oosterman

As Chief, Communications and Public Affairs, Julia leads the Communications & Public Affairs team in informing and engaging internal and external audiences to enhance the hospitals’ reputation, strengthen our relationship with the community and reinforce our strategic plan and Mission, Vision and Values.

Julia came to us from the Toronto Central Community Care Access Centre (CCAC) where she was the Director, Communications & Stakeholder Relations. Julia is fluently bilingual (English and French) and brings almost 20 years of corporate communications experience, having previously been Director, Corporate Communications with RSA Insurance Canada and Associate Director, Communications, Bell Mobility.

Paula Reaume-Zimmer, DHA

As Vice-President, Paula is accountable for overall program planning, resource allocation and monitoring of quality, risk, utilization and clinical improvements for mental health service. She ensures that each organization’s key performance indictors are met and aligned with the regional mental health strategic plan.

Paula is known and respected locally and provincially for her leadership, expertise and passion for collaborative and cross-sectoral approaches to integrated mental health and addictions service delivery and system outcomes. She is Chatham-Kent’s site lead for national research project ACCESS Open Minds, a lecturer for the Schulich School of Medicine and Dentistry, Department of Psychiatry at Western University, and an alumnus of the University of Toronto Rotman, Advanced Health Leadership Program.
In 2015 she received the Jane Chamberlin Award from the Association of General Hospital Psychiatric Association. Paula has earned her Doctorate in Health Administration with the majority of her studies and research focused on healthcare leadership, and collaborative approaches to mental health systems transformation.

Laurie Zimmer

As Vice-President and with 30 years of healthcare experience, Laurie is accountable for a diversified portfolio of corporate, clinical and support services. Most recently with the Erie St. Clair LHIN, she brings a strong understanding of the local health issues, priorities and needs, and Laurie recognizes the broader strategic trends in healthcare policy, integration and system development. A trusted, collaborative and consultative professional, she has a proven track record of leading and facilitating excellence in health system planning, service delivery and process and performance improvement.
Originally a Registered Nurse in critical care, Laurie has a Masters of Science in Leadership and Management. Her major paper was on interprofessional collaborative care, a current focus at Bluewater Health. She is passionate about patient and family-centred care within a culture that supports those who receive care and provide care. Laurie often speaks at provincial or national conferences, and serves on a number of provincial and regional committees.
